In the second year of the Russian war against Ukraine, the conflict’s global repercussions are becoming more and more apparent. They are in the focus of the Peace Report 2023, which was presented by INEF and three other peace research institutes at the German Federal Press Conference on June 12, 2023.

This year's Peace Report discusses the change in security policy announced by the German government in the immediate aftermath of the Russian invasion. The report presents recommendations for shaping the "Zeitenwende" and finds that it is essential for European NATO states to provide long-term support for Ukraine.  At the same time, the authors focus on global challenges such as overcoming climate change and strengthening international organizations. They call for a more comprehensive policy re-orientation that goes beyond military measures.

As always, you will also find further upcoming events and publications from sef: and INEF in this newsletter. For example, we are pleased to announce the Berlin Summer Dialogues 2023, which will take place on 19 September under the title " Can cities save the world? The impact of city networks and city-partnerships for peace and development".

Can cities save the world? The impact of city networks and city-partnerships for peace and development

Berlin Summer Dialogues 2023

Over half of the world’s population already lives in urban areas, by 2050 this figure is expected to rise to 70 percent. On the one hand, cities are spaces fostering innovation and economic opportunities. On the other hand, growing marginalization and social inequality, e.g. regarding access to housing, education and healthcare, create a fertile environment for violence, rising crime and political extremism.

At this year’s Berlin Summer Dialogues, we will discuss with international experts to what extent bilateral twinning agreements and multilateral city networks contribute to crises prevention and sustainable development.

Peace is a long way off

Peace Report 2023

In the Peace Report 2023, the leading German peace research institutes explicitly warn against ceasing military support for Ukraine. The institutes also recommend expanding multilateral arms control and strengthening fragile societies in the Global South.

Boosting the adaptive capacity of fragile societies is a global challenge in times of climate change and violent conflict. A chapter on "Sustainable Peace", coordinated by INEF, emphasizes that German and European crisis management efforts concerning countries in the Global South should not at aim at a return to the political and socioeconomic status quo. Rather, it is important to link short-term stabilization measures with the promotion of sustainable improvements in the quality of governance.

Global Governance Spotlight 2|2023

From 25 to 29 September this year, the World Chemicals Conference will take place in Bonn. Here, the international community of states, together with other actors, wants to conclude a new agreement to solve the third major environmental crisis of our time: the pollution of the earth with chemicals. Tom Kurz, Policy Advisor for International Chemicals Management at the German NGO Forum on Environment and Development, discusses the hopes and limits of this possible agreement in his Global Governance Spotlight 2|2023.

Upcoming elections in Sierra Leone – a relapse to violence?

New contribution to the INEF/sef: Development and Peace Blog

Elections are often the trigger for widespread violence, especially in new or less consolidated democracies. According to Markus Bayer and Fiona Wilshusen, researchers at the Bonn International Centre for Conflict Studies (BICC), this also holds true for Sierra Leone. In their contribution to the INEF/sef: Development and Peace Blog, they argue that the 2023 elections in the West African country carry significant escalatory risks due to political polarisation and the presence of a large number of violent actors.

Sowing the seeds of global food security with lessons from across Africa

Despite facing challenges such as droughts, conflicts, and health crises, Africa has consistently pioneered innovative strategies to ensure its own food security and can share invaluable lessons with the rest of the world. The event landscape has changed significantly during and after the Coronavirus pandemic.
